Diia for businesses: Ukraine's digital identity app explained

What Diia is, what users see, what a business receives, the Ukrainian laws behind it, the public tariff, how to connect, and how BankID NBU and a document fallback fit beside it.

In short

Diia is Ukraine's state digital identity app and portal, a product of the Ministry of Digital Transformation, and more than 24 million Ukrainians use the app in 2026.[6][7] A business can receive signed copies of a customer's documents, sign people in with Diia.Signature, check a document and an age in person, or confirm a real person without personal data.[1][3][4][5]

Diia is not one electronic identification (eID) login with a fixed attribute set. It is five integration scenarios. For the basics, see what eID verification is.

What Diia is

Diia (Дія, "Action") has two parts: a mobile app that holds digital documents and the Diia.Signature, and a web portal for public services.[7][8] Private companies are part of the design: by March 2026 more than 25,000 companies and state bodies had integrated it.[6]

Diia.Signature is used more than 100,000 times a day.[9] The activations matter most to a business: every sharing request is confirmed with that signature.[1] The sources reviewed give no share of the adult population and no transaction total for Diia as a whole.

A multisharing request can also start from a QR code. If an income statement is selected, Diia requests it from the State Tax Service first.[2] In person, the flow runs the other way: the customer shows the document's barcode in Diia, your employee scans it or types the 13-digit number below it, and your system shows the validity, the full name and the age.[4]

Diia.Signature is activated once in the app: a photo check, then a five-digit code. The system compares the face with the photo in the ID card, foreign passport or residence permit.[9] To sign or sign in on a company's site, the user passes a photo check and enters that code.[3]

Online document sharing, simplified.[1][2]

Not published on the partner pages as of 5 October 2026: a field-by-field attribute list, identifier formats, and whether an address or a portrait arrives as separate data. Confirm the metadata schema during onboarding.

The partner site says shared data is always encrypted, can only be decrypted by the partner who requested it, and each copy records who requested it, their department and the date.[1]

Watch out

The partner site is explicit: "Screenshots from Diia aren't valid documents." Set up barcode or QR validation.[4]

Legal standing: documents, signature and AML

Digital documents. Law No. 1689-IX of 15 July 2021 fully equates e-documents with their paper or plastic counterparts. Diia's legislation page adds that businesses can no longer refuse service because a person carries no paper documents.[13]

Electronic identification. Law No. 2155-VIII defines low, substantial and high levels of assurance (LoA) in the terms of the EU's eIDAS regulation, a state list of eID schemes (Article 15-2) and a state-owned Integrated Electronic Identification System (Article 15-3).[14]

Signature. In Ukraine, Diia.Signature is a qualified electronic signature. In EU countries Diia.Signature-EU counts as an advanced one.[10] Latvia recognises it as equivalent to a handwritten signature.[11][12] Ukraine has recognised EU qualified signatures permanently since 3 October 2024, under Cabinet of Ministers Resolution No. 1131.[11]

Anti-money laundering (AML). The AML law does not name Diia or BankID NBU. It sets the standard; supervisors set the methods.[15]

For banks, according to the Association of Ukrainian Banks, the method sits in the National Bank of Ukraine (NBU) financial monitoring regulation, Resolution No. 65 of 19 May 2020. Its amendment, NBU Resolution No. 81 of 15 July 2026, in force since 17 July 2026, expressly adds the Diia e-passport, e-foreign passport, e-tax card and e-birth certificate to verification, and creates a credit onboarding path on BankID NBU data plus a photo of the person holding the ID document.[23] Read the resolution itself before you rely on it.

How a business connects to Diia

Neither state rail is self-serve, and no certified broker programme for Diia appears in the sources reviewed. A relying party (RP), the business that relies on the identity, signs up with the state body itself.

Diia. The partner site gives a contact route and one public tariff. It publishes no prices for Diia.Signature or Antibot, no onboarding lead time and no test environment details.[2] According to Forbes Ukraine, sharing became paid for banks from 1 June 2025, and sharing a single document stays free while two or more are charged.[24] Whether a company based outside Ukraine can become a partner is not stated.

BankID NBU. In this state system, the bank where the user holds an account passes their data to the service provider.[16] On 1 July 2026 it had 37 identifier banks and 117 service providers.[19] A service provider must be a resident legal entity or public entity; a January 2026 amendment added sole proprietors and required dynamic multi-factor authentication.[17][21] Accession has six stages, from a declaration of intent and a BankID Council decision to testing and production.[17]

The sets you may request depend on your service type: account opening, online loans and e-money wallets may use sets 51, 61 and 71.[18] The NBU resumed its own fees for commercial subscribers in June 2026; the amounts are not in the sources reviewed.[19]

Limits and fallbacks

  • Base document. Diia.Signature needs at least one of three documents in the app: an ID card, a foreign passport or a residence permit.[10]
  • Foreigners. A residence permit is on that list, so foreign residents can activate Diia.Signature. Non-residents without one cannot.[10]
  • Minors. A minimum age for Diia.Signature is not stated in the sources reviewed.
  • EUDI Wallet. A government plan of 10 September 2025 said the Diia app would introduce the EU Digital Identity (EUDI) Wallet by the end of 2025.[22] We found no primary confirmation of the launch as of 5 October 2026. More on the EUDI Wallet.
  • Security claims. In September 2025 files described as a leak of Diia data circulated. According to UNN, the Ministry called them a falsification and said Diia does not store personal data.[26] The sources reviewed hold no uptime record.

So every design needs a second route, usually the identity document: reading the chip over near-field communication (NFC), a liveness check and a face match, as our post on chip security explains.

Implementation checklist

  • Pick the scenario that matches your need: sharing, multisharing, signature, validation or Antibot.[1]
  • Write to the Diia implementation team and ask for the metadata schema, the test setup and the lead time.[1]
  • Budget the connection fee and the per-sharing fee, and confirm whether your single-document case is charged.[2][24]
  • Decide whether BankID NBU fits better, and check that your entity type qualifies.[17]
  • Map your flow to Article 11(8) of the AML law and to your supervisor's regulation.[15]
  • Train counter staff to validate the barcode and refuse screenshots.[4]
  • Build the document fallback for users without Diia.Signature.

Does Diia satisfy AML customer due diligence in Ukraine?

The AML law requires verification from official documents or information from official and/or reliable sources, and leaves methods to supervisors.[15] According to the Association of Ukrainian Banks, the NBU's July 2026 amendment expressly lists Diia e-passports for bank verification.[23]

Can foreigners and minors use Diia?

Foreign residents can activate Diia.Signature, because a residence permit is an accepted base document, like the ID card and the foreign passport.[10] People without one of the three cannot. A minimum age is not stated in the sources reviewed.

How long does a Diia integration take, and is there a test environment?

Neither is published. The partner site says companies configure the service technically and points to the implementation team by Telegram bot or email.[1] Ask for both in your first message.
