eID in Norway: BankID, Buypass, MinID and the rules for 2026

Which eID to accept in Norway: BankID and Buypass ID at level high, Commfides, MinID and ID-porten, the AML rule for remote onboarding, Nkom's BankID case, use cases, fallbacks and a launch checklist.

For eID in Norway, accept BankID High first: Stø reports 4.7 million users, the EU list (read 5 October 2026) shows BankID notified at High, and on our reading BankID High, not BankID with biometrics alone, meets the Norwegian anti-money laundering rule for remote customers.[4][1][19][6]

This guide to eID in Norway is for businesses verifying customers. Almost every adult has an electronic ID (eID) at the highest level: the Norwegian Digitalisation Agency (Digdir) found 95.78% of residents aged 18+ logged in at level high in the year to 18 January 2025.[13]

The national ID card does not appear on Nkom's list or ID-porten's method list as a login eID.[2][11] See our BankID Norway integration guide.

Norway's eID schemes, 2004 to 2022.[3][14][1]

BankID på mobil (SIM-based) was switched off on 1 September 2024, according to E24. The ID card in the BankID app, activated with a passport or national ID card, launched in 2024; Stø reports 1.7 million activations by 22 May 2026.[29] Stø has taken over the formal issuer role and aims, on an undated bankid.no page, for a BankID free of the bank relationship "senest fra våren 2029" (by spring 2029).[28]

The two December dates are EU deadlines.[20][21][30][28]

Norway is in the European Economic Area (EEA), not the EU. Under eIDAS 2, Regulation (EU) 2024/1183, private relying parties required by law or contract to use strong user authentication for online identification accept the EU Digital Identity (EUDI) Wallet at the user's request by 24 December 2027; micro and small enterprises are exempt.[30] When it applies in Norway through the EEA Agreement was unconfirmed as of 5 October 2026. Norway's eID action plan of 22 February 2024 aims for every user group to get an eID at the level it needs.[27] In 2025 Digdir ran a concept study on a wallet to give everyone a high-level eID, due end of March 2026, and opened a national EUDI Wallet sandbox.[12] No outcome or launch date is published.

Norway reuses the EU assurance levels, adding an unambiguous tie (entydig knytning) to a birth number (fødselsnummer) or D-number.[33] The anti-money laundering (AML) act sets the remote baseline.

In English: an electronic signature is valid ID when identity is not confirmed in person. By cross-reference to selvdeklarasjonsforskriften § 3, it must also meet level high and be on Nkom's list.[19] That list (22 September 2026) shows BankID per issuer (Stø AS and six others), each "Høyt" (high), like Buypass ID and Commfides eID; MinID is "Betydelig" (substantial).[2] Our reading: BankID High from Stø, Buypass ID and Commfides qualify; MinID and BankID with biometrics alone (LoA 3) do not.[6][19] Nkom's case below covers the other six rows.

Nkom's challenge to BankID's high level

On 26 March 2026 Nkom warned that BankID could lose "høyt" because code devices had been handed out without an in-person ID check. Its approved domestic "høyt" eIDs that day were Buypass, Commfides and Stø ("ny BankID løsning").[20] Stø disputed this on 11 May 2026 and restored in-person pickup of code devices.[22] On 24 September 2026 Nkom gave notice that six former issuers (Bankenes ID-tjeneste, Danske Bank, DNB, Eika, Nordea and SpareBank 1) did not meet "høyt". Stø, the issuer today, is not covered, users see no consequences, and an inspection of Stø continues.[21] Digdir says BankID remains a public login option.[23] The case is about Nkom's domestic "høyt" rows; the EU list still showed BankID notified on 5 October 2026.[1] No final decision was published as of 5 October 2026.

Regulators and sector rules

  • Financial supervisor (Finanstilsynet): no eID statement verified; § 4-3(4) binds.[19]
  • Gambling: hvitvaskingsforskriften § 4-12 lets the licensed monopoly operators rely on each other's due diligence,[19] and Norsk Tipping requires BankID and age 18.[26] No gambling regulator position was found.
  • Age verification: on 24 April 2026 the government promised a bill this year for a social media age limit from 1 January of the year a user turns 16, with platforms verifying age at login.[25]

In the EU, the Anti-Money Laundering Regulation (AMLR, Regulation (EU) 2024/1624) applies from 10 July 2027; Article 22(6) requires an identity document or electronic identification means meeting Regulation (EU) No 910/2014 at level substantial or high.[31] Norway's § 4-3(4) asks for level high today.[19] The Anti-Money Laundering Authority (AMLA) final draft standards of 30 September 2026, not yet law, keep those two means as the default; alternative methods are for when neither can reasonably be used, and the firm must be able to justify why.[32]

People without a Norwegian eID

189,814 adults had no high-level eID login in the year to January 2025, and teenagers lag: high-level coverage is 5% at age 14, 38% at 15 and 87% at 16.[13]

  • Minors: BankID is open from age 12, and Commfides from 12 with parental consent up to 15.[28][9]
  • Foreign residents: D-number holders can get BankID, but need a Norwegian bank until a shared administration system is ready, up to two and a half years by Stø's estimate.[28]
  • No birth number or D-number: the AML act asks for date and place of birth, sex and citizenship.[18]
  • Cross-border customers: ID-porten takes EU eIDs through its eIDAS node, for public services only.[11][15]

  • Require level high where § 4-3(4) applies.[19]
  • Step biometric sign-ins up to BankID High.[6]

  • Agree with your reseller how you collect the ID number.[5][18]
  • Build the document route for minors, foreign residents and visitors.

Which eID do most people in Norway use?

Is BankID still at level high after the Nkom case?

Yes for now. The case is about Nkom's domestic "høyt" rows, not the EU list. Nkom's notice of 24 September 2026 covers six former issuers, not Stø, and has no consequences for users. An inspection of Stø continues; no final decision was published as of 5 October 2026.[21]

Is BankID with biometrics enough for remote AML onboarding?

Not on its own. BankID classes it as LoA 3, substantial, while hvitvaskingsforskriften § 4-3(4) needs an eID at level high. The BankID-with-biometrics flow may step up to BankID High; check the step-up behaviour with your BankID integration.[6][19]

Can a private company use ID-porten or MinID?

No. ID-porten serves public bodies and the few private firms acting for the public sector, and MinID works only through ID-porten.[15][10]

Is Buypass ID an alternative to BankID?

Yes. Buypass ID was notified to the EU at High on 24 October 2022 and is "Høyt" on Nkom's list, so on our reading it fits the same AML rule. That is our inference from § 4-3(4), not a regulator statement. Businesses contract with Buypass directly.[1][2][7]

Can foreigners get a Norwegian eID?

D-number holders can get BankID if they meet the other requirements, but still need a Norwegian bank for now. Others need a document check; home eIDs work only for public services.[28]

From what age can people in Norway use an eID?

BankID is open from age 12, and Commfides from 12 with parental consent up to 15.[28][9] Only 5% of 14-year-olds log in at level high, rising to 87% at 16.[13]

Does Norway have an EUDI Wallet?

Not yet. Digdir ran a concept study on a wallet and opened a national EUDI Wallet sandbox. When eIDAS 2 applies in Norway through the EEA Agreement was not confirmed as of 5 October 2026.[12]

Will Norway require age checks for social media?

A bill is promised for this year, the government said on 24 April 2026. The limit applies from 1 January of the year a user turns 16, and platforms must verify age at login.[25]
