Country brief

How identity verification works in Chad.

The fraud surface and the frameworks an engineering or compliance lead needs before scoping an integration.
Fraud landscape
Three pressures shape Chadian identity fraud: synthetic-ID and deepfake attacks targeting BEAC-supervised mobile-money operators and microfinance institutions serving a predominantly rural unbanked population, CNI template forgery during the ongoing biometric document rollout across all 23 provinces, and AML pressure from Boko Haram-linked terror financing in the Lake Chad Basin under UN Security Council and OFAC designations. Didit scores 200+ real-time fraud signals on every session — face morph, replay, injection, document tampering, device intelligence, IP geolocation.
Compliance frameworks
  • Law No. 06/PR/2014 on Anti-Money Laundering and Counter-Terrorism Financing in Chad
  • CEMAC Regulation No. 01/03/CEMAC/UMAC/CM on prevention of money laundering
  • BEAC and COBAC prudential standards for CEMAC-licensed banks
  • GABAC 40 recommendations (FATF-style regional body for Central Africa)
  • UN Security Council Resolution 2349 (2017) — Lake Chad Basin security framework
  • FATF 40 recommendations
Regulators

Who supervises identity verification in Chad.

These are the supervisors a Chad verification flow has to answer to. One Didit hosted flow + one audit log covers every one of them — no separate integration per agency.
  • BEAC

Banque des États de l'Afrique Centrale — regional central bank for the CEMAC zone including Chad. Supervises banks and payment institutions; issues authorisation and prudential standards for digital financial services.

  • COBAC

Commission Bancaire de l'Afrique Centrale — CEMAC prudential banking supervisor. Enforces AML/CFT compliance requirements on licensed banks operating in Chad and issues administrative sanctions.

  • ANLUFT

Agence Nationale de Lutte contre le Blanchiment et le Financement du Terrorisme — Chad's Financial Intelligence Unit. Administers Law No. 06/PR/2014 on Anti-Money Laundering and Counter-Terrorism Financing; receives Suspicious Transaction Reports.

  • GABAC

Groupe d'Action contre le Blanchiment d'Argent en Afrique Centrale — the FATF-style regional body for Central Africa. Chad is a member; GABAC mutual evaluations and typologies apply to BEAC-supervised institutions.

  • High Judicial Council

Conseil Supérieur de la Magistrature — Chad's judicial oversight body. Enforces anti-corruption obligations and PEP due-diligence requirements applicable to COBAC-supervised financial institutions.

04 · Registry

Cross-check the identity at scale.

  • There is no public government database validation API for Chad currently exposed as a standalone Didit service — the DGDSN civil registry does not currently offer a public consumer API open to third-party integrators.

The OCR + biometric + AML stack is the authoritative BEAC/COBAC- and ANLUFT-compliant path today: the national identification number is OCR-parsed from the CNI, the face is matched against the portrait, and the AML stage screens the extracted name against every Chadian and GABAC/GIABA regional watchlist. Enterprise customers can talk to sales about registry-linkage options as BEAC-authorised data partners onboard.
