In short
There is no single eID in France. The notified schemes are France Identité (High) and FranceConnect+ with the La Poste digital identity (Substantial), the levels French AML rules accept for remote identity checks. FranceConnect, the State's login federation, delivers the low level only and is not notified, despite its 45 million users (DINUM, 20 May 2026).[1][2][5][15]
- FranceConnect+ today accepts two identity providers: France Identité (more than 5 million users on 1 October 2026) and L'Identité Numérique La Poste.[1][6][10]
- Private companies may connect only when a law obliges them to verify their users' identity.[8]
- Accept France Identité through FranceConnect+ first, and keep a document route for everyone else.
This eID France guide is for teams that onboard people in France. Behind FranceConnect, run by the interministerial digital directorate (DINUM), sits a small set of identity providers, two of them in schemes notified to the European Commission.[1][2]
French eID schemes at a glance

| Scheme | Operator | Users | Credential | Level of assurance and EU notification | Data returned | Private-sector access | Didit status |
|---|---|---|---|---|---|---|---|
| FranceConnect | DINUM[2] | 45 million (May 2026); the partner docs say 43 million active[2][3] | The provider the user picks: tax account, Ameli, MSA, La Poste, France Identité and others[4] | Low only, whatever the provider; not notified[1][5] | Pivot identity from the national register: names, sex, date and place of birth; optional email[7] | Only where a law obliges you to verify your users; free[8][9] | Coming soon |
| FranceConnect+ | DINUM[2] | 7 million+ usable identities (early 2025)[4] | France Identité or La Poste only today; the partner docs list one more provider as forthcoming[4][6] | Substantial (La Poste) or High (France Identité); notified with La Poste, at Substantial only[1][5] | Pivot identity sent directly by the provider[7] | Same eligibility; private services contract and pay La Poste per use[8][9] | Coming soon |
| France Identité | France Titres with the Ministry of the Interior[10] | 5 million+ (1 October 2026)[10][11] | App plus the card-format identity card, read by NFC, and a personal code[12] | High; notified on 3 December 2024[1] | Pivot identity through FranceConnect+; single-use proofs with selected fields[7][10] | Through FranceConnect+[6] | On request |
| L'Identité Numérique La Poste | La Poste group (Docaposte)[14] | 9 million+ (operator figure, undated)[14] | La Poste digital identity[1] | Substantial; part of the "FranceConnect+ / The Digital Identity La Poste" scheme notified on 2 February 2021[1] | Pivot identity plus contact data[14] | Through FranceConnect+ under a La Poste contract, or with the operator directly[9][14] | On request |
| EUDI Wallet (France) | The State, under eIDAS 2[24] | Not launched (5 October 2026) | Wallet app holding person identification data[24] | Must be High[24] | Person identification data, with selective disclosure[24] | Private services that must use strong authentication accept it at the user's request by 24 December 2027; micro and small firms exempt[24] | Coming soon |
Plain FranceConnect is not enough for AML checks: identities are "rabaissées à un niveau de garantie faible".[5] You cannot pick which providers appear on the FranceConnect page, and you are not told which one the user chose.[4]

The AML rule that accepts eID
Article R. 561-5-1 of the CMF lets an obliged entity verify identity remotely with an eID at substantial or high level, either certified by the national cybersecurity agency (ANSSI) or issued under a notified scheme.[15]
Point 2° adds an eID "présumé fiable au sens de l'article L. 102" of the CPCE.[15] In practice: France Identité and La Poste through FranceConnect+, not plain FranceConnect.[1][5]
When those means are not available, Article R. 561-5-2 lists other measures; entities "choisissent celles qui, combinées entre elles, permettent la vérification de tous les éléments d'identification". Point 5° is a remote identity verification service certified by ANSSI at substantial level, known as PVID; ANSSI publishes the lists of certified providers and those in progress.[15][17] According to the ACPR's revised guidelines, two R. 561-5-2 measures are required.[18]

AMLR Art. 22(6)
Three ways to verify a customer remotely in France.[15][25][26]
From 10 July 2027, the EU Anti-Money Laundering Regulation (AMLR) Article 22(6) allows verification with an identity document or with electronic identification means that meet eIDAS at "substantial" or "high".[25] The final draft standards of the EU AML Authority (AMLA), sent to the Commission on 30 September 2026 and not yet law, keep the two Article 22(6) means as "the default option with alternative verification methods only to be used when neither of the two means required by AMLR can be used", say eID means "should be used wherever possible", and count eID means "regardless of whether they are notified under Article 9 of that Regulation or not, as long as they comply with the requirements of either 'substantial' or 'high' assurance levels [...]. This includes EUDI Wallets."[26] Our EUDI Wallet page explains the wallet side.
Age checks: Arcom and digital majority
Under the SREN law, Arcom's référentiel (October 2024, after CNIL opinion n° 2024-067) sets the rules for pornographic sites. After a transition in which bank-card checks were "réputées conformes", sites must offer at least one "double anonymat" method usable by a large majority of users. Facial age estimation is allowed with a fallback.[19] EU-based sites were designated by a ministerial order of 26 February 2025. Arcom then served formal notice on five EU-based sites and later reported that they had deployed age checks.[20]
The référentiel does not name France Identité; it mentions wallets only in generic terms.[19] For social media, a law of 7 July 2023 set digital majority at 15, without an implementing decree. A new law was promulgated on 25 August 2026; its under-15 social media ban had been struck down by the Conseil constitutionnel on 14 August 2026 (décision 2026-911 DC).[21]

What the user sees with FranceConnect+
A FranceConnect+ sign-in is a redirect: the user clicks the button, picks one of the two providers, signs in with it, consents to the data sharing, and comes back.[4][6] France Identité relies on the app, the card-format identity card read by NFC, and a personal code; the exact screens and their order are not published, so the strip is illustrative.[12]

|---|---|---|---|
| Banks, payments, e-money | CMF R. 561-5-1[15] | FranceConnect+ | R. 561-5-2 measures, such as PVID[15] |
| Crypto | The same CMF rules, if you are obliged | FranceConnect+, if eligible | Document route with chip reading |
| Gambling and adult content | EU DSA guidelines expect age verification; Arcom requires double anonymity for adult sites[19][22] | An age check that reveals no identity | Age estimation with a fallback[19] |
| Telecom | eIDAS Art. 5f(2): wallet acceptance at the user's request where strong authentication is required[24] | The EUDI Wallet, by 24 December 2027 | Document route |
| Marketplaces | FranceConnect only if a law obliges you to verify your users[8] | Document route | Age estimation for age-gated goods |

People without a French eID
France Identité needs a card-format French identity card ("posséder une carte d'identité au format carte bancaire") and an in-person step for the certified identity.[12]
- Foreign residents and visitors: use a document check. The R. 561-5-2 measures cover remote checks today; from July 2027 AMLR Article 22(6)(a) accepts an identity document.[15][25]
- Customers from other EU countries: the FranceConnect+ eIDAS node is optional for private services, so decide whether to switch it on.[8]
- Minors: treat the document route, or an age-only check, as the default.
See our guides to eID verification in Germany, Belgium, the eID schemes by country, and NFC chip verification for the document route.
Launch checklist for France
- Confirm the legal duty that makes you eligible for FranceConnect, and apply through DataPass.[8]
- Ask for FranceConnect+, not FranceConnect, if the check is for AML.[5][15]
- Budget the La Poste contract and per-use billing.[9]
- Map the pivot identity to your customer record; collect address another way.[7]
- Write down your R. 561-5-2 fallback.[15]
- Choose a double-anonymity age method if you serve adult content.[19]
- Plan EUDI Wallet acceptance, at the user's request, for 24 December 2027 if strong authentication applies to you.[24]

Frequently asked questions
What is the eID in France?
France has no single national eID. FranceConnect is a State login federation that delivers the low level only and is not notified. The two notified schemes are France Identité, at High, and FranceConnect+ with the La Poste digital identity, at Substantial.[1][5]
What is the difference between FranceConnect and FranceConnect+?
FranceConnect delivers the low level only, whatever provider the user picks. FranceConnect+ today accepts only France Identité and La Poste and delivers substantial or high.[5][6]
Can a private company use FranceConnect?
Only when a statute or regulation obliges it to verify the identity of its own users, for example a bank under the AML rules. Access is requested through DataPass.[8]
Is FranceConnect free for businesses?
FranceConnect is free for all service providers. FranceConnect+ is free for public bodies for now; private services contract with La Poste and pay per use.[9]
What data does FranceConnect return?
The pivot identity: family name, given names, sex, date of birth and the INSEE codes of the birthplace and birth country, plus a pseudonymous identifier per service. Usage name and verified email are optional; there is no address.[7]
Can a bank or fintech use France Identité for KYC?
Yes, but only through FranceConnect+, not plain FranceConnect. Article R. 561-5-1 of the CMF accepts an eID at substantial or high level, and France Identité is notified at High. Its certified identity is created in person, at a town hall or a consulate.[1][12][15]
How does age verification work in France?
For pornographic sites, Arcom requires at least one double-anonymity method usable by a large majority of users, and allows facial age estimation with a fallback.[19]
When will France have an EUDI Wallet?
Every Member State must offer one by 24 December 2026.[24] France had not published an official dated launch for a State EUDI Wallet in the sources we checked as of 5 October 2026. According to Euronews and Mobile ID World, the France Identité app will be brought into compliance by December 2026.
